The national Department of Rural Development and Land Reform through its Spatial Planning and Land Use Management branch, are responsible for both the development and maintenance of the NSPDR ecosystem.

Not at all... municipalities will only be required to register themselves on the system. So once registered municipalities will have full access to the NSPDR ecosystem.
